Desal, rail trail equal cost overruns

What do the desalination plant and the rail trail path have in common? Cost overruns. The one thing true in state and local governments is they can't bring anything in on time and at projected cost. You're looking at double or more what it's going to cost for both of these programs if they ever are completed. Once they are started there's no stopping the government agencies from dumping money into them. Look at the Bay Bridge. How many years and how many billions of dollars and it is still not completed? How much money was spent on Arana Gulch and how many years has it taken? Santa Cruz Warriors will have put up a building within a few months and probably at no overruns. That shows you what private enterprise can do.
