Public should vote on water-rate increases

Public comment on water rate increases is happening at Santa Cruz City Hall, but I doubt a few hundred people or letters will stop this water rate increase from happening. I believe water rate increases should be voted on even though it's not required. Something of this magnitude should be tabled for the present until we have a citywide vote. I ask this: Five years down the road, when the Water Department is deep into infrastructure upgrades will they have enough money to complete the projects? This proposed water-rate increase may cost us more than $44 million, especially if infrastructure revenue is insufficient at the end of five years. Will the department ask us again for a water rate increase to cover those extra costs?
