Enforce existing water rules

Recently, I stayed at a local motel for two weeks. Despite my following the instructions on the water conservation card indicating that I didn't want my towels changed, my towels were still changed each time housekeeping cleaned my room. When I complained three times to the front desk employees, I was assured that this would not happen again. He also acknowledged that the motel does not yet have low-flow shower heads and flush toilets. I'm sure this is not an isolated scenario among local motels. I urge our Water Department and the Soquel Creek Water District to enforce compliance with local water conservation standards in all motels which they serve; conserving this water will reduce the perceived need for an expensive, environmentally damaging desalination plant.
