Desalination plant virtually a done deal

The Sentinel reports that the Santa Cruz and Soquel Creek water agencies have voted to study desalination and that a final decision on whether to build a desal plant will not be made until an environmental impact report is completed. While technically correct, this is misleading since it implies that the agencies have not yet actually decided whether to construct a desal plant. In reality, they have already decided exactly that. This is shown by, among other things, their repeated characterization of desal as the preferred alternative. Make no mistake, they have every intention of building a desal plant. What of the huge environmental impacts the EIR will necessarily reveal? Or the huge costs to ratepayers? The agencies will simply override those concerns as part of their formal approval of the project.
