Hearing Tuesday on water fees, desalination vote

The Soquel Creek Water District plans a public hearing 7 p.m. Tuesday at the Capitola City Council chamber, 420 Capitola Ave., on raising the water capacity fees for new hookups starting July 1, whether to ask customers to vote on the proposed regional desalination plant, and whether to declare a moratorium as a way to save water.

The hearing also will seek input on changing the water demand offset policy, requiring new users to pay offset 2.2 times the projected demand, instead of 1.2 times projected demand, and whether the policy applies to undeveloped parcels that have paid fees, but did not develop the parcel before the offset policy took effect in 2003.
