Candy before consensus, apparently

The Santa Cruz City Council hired an outside consultant firm at the tune of $280,000 to give the new 14-member water-advisory committee some structure in its meetings. The article continues to state that after November, the city suspended its pursuit of seawater desalination, yet the council pays for this firm with a ratepayer fund that promotes it. This seems like telling everyone we really aren't selling candy while still making it in the kitchen. All alternatives to desalination need a total and complete evaluation before any compromise or a consensus occurs. One can only hope this will take place before we all have to buy this expensive candy they aren't making or selling.
