City's eggs in one desal basket

City voters may reject a desalination project when the issue appears on the ballot in 2014. Yet the City still has all its eggs in the desalination basket. City Water Director Bill Kocher is not developing any backup Plan B in case desalination is voted down. Last week's Sentinel reported on Kocher's response to requests to include alternatives to desalination in a study of financial impact of desal, "While those alternatives may be discussed in the environmental report, Kocher said Tuesday he has no plans to define costs related to them because he doesn't see them as viable alternatives." Does this failure to consider alternatives serve the community?

I agree with retired City Superintendent of Water Production, Jim Bentley, who asked the Water Commission, "Do you expect the public to accept that there are no other options and this [desal] is their only choice?"
