Plans aren't action

Mike Rotkin claiming that all the problems of desalination had been resolved would be just silly if it couldn't be so consequential. He sees having a plan therefore means the city has solved the problems. Plans aren't action, Mike. It's the proof-is-in-the-pudding test. There was a plan for the Santa Cruz harbor and several for the Mississippi River that have failed as pudding. Almost any major monkeying around with nature in one way or another bites the planners in the butt, sometimes big time. A plan isn't an is, Mike.
