Sunday's water editorial

I was amused by your editorial on water last Sunday. After reading the front page article bemoaning the fact that this is one of the driest years on record, you go on to say that the water agencies shouldn't use hoping for rain as a strategy (as if that's what they've been doing) and that adding storage is the "strategy." What, pray tell, are we supposed to be storing during drought? Isn't this the very situation the water agencies were trying to solve with the desal "strategy"?
